Background

At the end of the 1990's, deregulation of telecom markets created the foundations for the creation of new electronic communication services, which today contribute to the world's economic growth.

In this context, TELCITE has installed one of the biggest optical fibre networks in Paris and its surroundings, using RATP (Paris Transport Authority) rail infrastructures (metro and rapid transit lines), such as tunnels.

TELCITE main business is the mutualisation of limited resources to make them available to as many operators, publics and private institutions as possible. TELCITE is proud to serve now more than 50 clients who use its fibres to connect their sites together.

In the last 40 years, optical fibre performances have greatly and regularly improved, both in terms of attenuation and bandwidth.

A few tenths of dB on one side, several Terabits / second on the other, optical fibre is the unavoidable medium for the creation of large networks as well as local access loops for enterprises and homes.

In 1998, TELCITE created NAXOS, a licensed operator and a 100% subsidiary.

In 2002, TELCITE bought 10% of IRISE, another dark fibre operator with a network located mainly in the close suburbs of Paris.

TELCITE is a member of the " Union Nationale des Entreprises de Télécommunications " : UNETEL-RST (National Union of Telecommunication Enterpreises).

Telcité is a member of CREDO : Cercle de Réflexion et d'Etude pour le Développement de l'Optique (Think-tank for study and development of optical technologies).

Encouraged by about 50 clients, TELCITE proposes end to end dark fibre connectivity solutions.

The wide scope of solutions, particularly in terms of redundancy, covers most of the needs of operators, as well as private and public institutions. :

- Operators backbone networks,

- Entreprise sites interconnections,

- LAN and SAN interconnections,

- Data-processing centers interconnections, high speed links for data remote storage, replication and recovery,

- Links for TV, videoconferencing,

- PABX interconnections ...

TELCITE solutions are both economical and easy to manage, especially in terms of :

- Bandwidth growth, which only depends on the optical transmission equipment used, without any technical or contractual constraints from TELCITE,
- Technologies used can be the same on the WAN, the Campus and the LAN (Gigabit Ethernet for instance), making the network more homogeneous and easier to manage,
- Because TELCITE's network is meshed, several architecture can be used, especially for redundancy purposes,
- Our most popular contract, the 5 years dark fibre connectivity service contract, allows clients to redesign their networks without necessarily paying for the new circuits.


We propose short, medium and long term lease and IRUs, for :

- G652 monomode fibres individual strands or pairs, with an option for redundant circuits,
- Dedicated 24, 48, 96 or 144 optical fibre cables.

TELCITE dark fibre offer is based on an existing network of 1.300 km of cables totalling 42.000 km of G652 monomode fibre.

TELCITE network has 300 Points Of Presence and is mostly deployed on RATP's rail infrastructure :

- East to West from Chessy (Disneyland) and Boissy to Saint Germain en Laye through Paris via Nation, Etoile, La Défense et Nanterre, on RER line A ;

- North to South from Gare du Nord to Saint Rémy les Chevreuse and Robinson through Paris via Denfert Rochereau and Massy Palaiseau on RER line B ;

- All metro and tramway lines inside Paris and in the near suburbs.
The optical network benefits from the very dense and meshed transport system and is therefore highly redundant. For instance, between Nation and Etoile four different tunnels can be used, and should only one tunnel be available in some areas, two cables are installed, one on each side of the track.

TELCITE network is the first element of an alternative backbone in the Paris region and is connected :

- Nationally and internationally with links to other dark fibre networks of motorways, waterways, power transport, as well as satellite sites.

- Locally with links to optical local loops in la Defense, Saclay and Marne la Vallee, as well as IRISE in the near suburbs,

- To NAXOS (TELCITE subsidiary) access network, which allows TELCITE to propose last metres connectivity. This network is mainly installed in the City of Paris sewers

In case of a problem on an optical circuit, TELCITE's call centre is available 24 hours a day and 7 days a week, all year round.

TELCITE's quality policy is based on three principles :
- Quality of the relationship with the client, ensured by at least quarterly meetings,
- Quality of the product, based on pre-defined guaranteed levels of performance,
- Quality of the service, based on pre-defined time to deliver, time to repair and availability levels.
The average measured availability of TELCITE circuits is 99,99 %.
